The Ministry of Housing, Communities and Local Government has introduced an innovative tool named Augmented Planning Decisions, or APD. Developed in partnership with Google DeepMind, Google Cloud, and the UK AI company Faculty, the APD aims to significantly reduce the processing times for householder planning applications by as much as 50%.
This initiative is supported by an £8.2 million contract that highlights the government's commitment to streamlining planning processes.

Every year, approximately 350,000 planning applications are submitted to local councils, with nearly 70% classified as householder applications. These include requests for home extensions, loft conversions, and garden walls. Despite the routine nature of about 245,000 of these applications, they usually take around eight weeks to process. The APD tool addresses the repetitive elements of the application workflow by automating tasks. This includes data extraction, initial assessments, and document organization. Consequently, planning officers can concentrate on more nuanced decisions that necessitate human judgment. The Ministry has confirmed that human oversight is essential in this process, ensuring that planning officers maintain full authority over all decisions made.

The initial trials for APD began in May 2026, with participation from three councils: Barnet, Camden, and Dorset. If these trials yield positive results, a nationwide implementation is anticipated to commence in 2027.
Building on the past success of a predecessor tool called Extract, which previously helped digitize legacy planning documents, APD drastically reduces the time required to process these documents. A task that once took up to two hours now takes about 40 seconds, saving individual councils an average of 255 hours of work annually.
The UK government has set an ambitious target of constructing 1.5 million new homes by 2029. However, inefficiencies in the current planning system are widely recognized as significant obstacles. By streamlining the process for the majority of applications, the APD tool aims to free councils to engage more effectively with complex housing projects that are critical to increasing housing supply.
