Montenegro's Ambitious Crypto Aspirations and Regulatory Challenges

Montenegro strives to become Europe's crypto capital with competitive tax rates and growing regulations to attract crypto businesses.

Montenegro aims to be Europe's crypto capital by promoting a favorable tax environment and developing an extensive regulatory framework. The country's low corporate tax rates, which range from 9% to 15%, along with the absence of VAT on crypto transactions, position it as an attractive destination for crypto businesses. Its candidate status for EU membership and beautiful Mediterranean coastline further enhance its appeal.

The country initiated its crypto venture in December 2020 with the establishment of a Blockchain Directorate aimed at crafting a reputation as a "crypto paradise." In February 2025, Montenegro made a significant move by revising its anti-money laundering law to introduce a registration protocol for crypto-asset service providers, or CASPs. This framework, managed by the Capital Market Authority, encompasses various crypto service types, including exchanges and trading platforms, thereby creating a more structured environment for crypto operations.

In September 2025, the Prime Minister revealed that discussions on new virtual asset legislation were underway. The proposed laws are set to align Montenegro's regulations with the EU’s MiCA (Markets in Crypto-Assets) framework, with expectations for implementation by 2026.

However, experts express concerns regarding the existing AML-focused regulations. Larger companies often seek comprehensive guidelines that go beyond just anti-money laundering provisions. They prefer clear instructions on custody, market conduct, disclosure obligations, and ways to resolve disputes. Attention to these issues will be essential for attracting significant operators.

Furthermore, in 2022, Montenegro granted citizenship to Vitalik Buterin, a co-founder of Ethereum, as part of its strategy to promote blockchain innovations.

While Montenegro’s competitive tax regime certainly places it in an advantageous position for crypto businesses, it faces competition from neighboring countries that have taken preemptive measures to develop their own crypto economies. As Montenegro continues to build its framework, its future as a crypto hub hinges on regulatory clarity and political stability.
