The Bank of Russia has announced new regulations to organize crypto trading and enhance the digital asset market's infrastructure.

#What New Regulations are Coming for Cryptocurrency Trading in Russia?

Russia is making strides to develop a structured framework for cryptocurrency trading. Recently, the Bank of Russia announced draft regulations aimed at creating a regulated market for digital assets, enhancing transparency and security in crypto trading.

These proposals suggest significant changes to how cryptocurrencies and digital rights are governed within organized trading platforms. The new rules would allow trading platforms to calculate market prices for digital assets and mandate that they provide detailed trading data to the Bank of Russia. Notably, digital asset trading suspensions would also be implemented as part of these regulations.

#What are Digital Depositories and How Will They Affect the Market?

A key component of the proposed regulations is the introduction of digital depositories. These entities would act like traditional financial institutions, specifically overseeing the ownership records of cryptocurrencies and digital rights. Depending on their functionality, these depositories must maintain significant equity, ranging from 50 million to 250 million rubles, composed of high-quality liquid assets.

This framework also establishes similar financial requirements for electronic platforms that facilitate transaction settlements for digital financial assets.

#Why is Recordkeeping and Customer Information Important in Cryptocurrency?

In addition to these institutional changes, the Bank of Russia has laid out standards for recordkeeping related to digital assets, customer information management, and access controls. Digital depositories will operate under principles comparable to conventional securities depositories, which will ensure greater regulatory oversight and security for investors engaged in the market.

#How Does This Fit Into Russia's Broader Crypto Legislation?

The proposed regulations are part of a broader effort by the Russian government to create a clear legal framework for cryptocurrency trading and custody. Recently passed legislation outlines licensing requirements for crypto service providers, setting clear guidelines for exchanges, brokers, and custodians. Though cryptocurrencies are permitted for cross-border transactions, their use as a payment method within Russia remains prohibited.

This comprehensive approach is set to go into effect from September 1, 2026, with full compliance required by July 2027. Additional fraud prevention measures are planned to follow later in the year, reflecting the serious commitment of Russian regulators to a secure and transparent digital asset market.
