Russia's Ministry of Energy has proposed a significant ban on cryptocurrency mining in Moscow and adjacent regions, targeting a timeline that begins on July 1, 2026, and extends until December 31, 2032. This initiative raises essential questions regarding the impact and future of the cryptocurrency mining industry in these territories.
This policy proposal indicates a growing concern over energy consumption associated with digital currency mining. Currently, around 65 data centers in the Moscow region possess a total capacity of 734 megawatts. Projections suggest this capacity could surge to 3.6 gigawatts by 2032, which would account for about 17 percent of the region’s maximum load. At present, Moscow’s mining operations consume approximately 1 gigawatt of electricity. Nationally, there is an expectation that data centers in Russia could reach a cumulative capacity of 15.3 gigawatts within the next five years, thus intensifying the urgency of the situation.
Officials conducted a review in May, ultimately determining that the economic benefits of cryptocurrency mining do not warrant the associated energy costs. Amid ongoing power shortages, particularly in Kursk Oblast—where conflict has exacerbated these issues—the government is responding decisively. The ban specifically targets eight districts within Kursk and the city of Lgov.
This proposed ban is part of an increasing trend following Russia's legalization of mining through Law No. 221-FZ in 2024. Over the years, mining restrictions have already been established across 13 regions, some with long-term and indefinite prohibitions.
Additionally, lawmakers are moving forward with a bill in the State Duma that would punish unregistered miners. Penalties under this proposed law may include fines reaching 2.5 million rubles (approximately $35,000) and prison sentences of up to five years. The implications for both current miners and potential investors in the cryptocurrency space could be significant, leading to further uncertainty and risk in the market.
