Notably, $250 million of that amount was allegedly channeled through illegal gambling sites, indicating a concerning trend for regulators and markets alike.

How does Shelbit facilitate illegal operations?Shelbit plays a crucial role in what is described as one of the largest illegal gambling networks globally, which features over 2,000 gambling sites. These entities are a primary customer base for Shelbit, utilizing its services to process and transfer funds seamlessly. The investigative report indicated that some of these funds made their way to prominent cryptocurrency exchanges, including Binance. In response, Binance denied any association with Shelbit and asserted that they have taken proactive measures to freeze related accounts.

The U.S. Treasury is currently delving into these allegations, with concerns about possible links between Shelbit and Iran’s sanctioned Central Bank, as well as with wallets attributed to the Islamic Revolutionary Guard Corps. While concrete evidence of direct ties to the IRGC is still under scrutiny, the financial flows referenced in the investigation add credence to these suspicions. Notably, Kayvanpour and two influencers involved in the gambling operation were convicted in absentia in Iran in 2023 for illegal gambling activities.

Such reviews often lead to formal sanctions under the Office of Foreign Assets Control, which would prohibit U.S. individuals and organizations from conducting transactions with the implicated parties. If Shelbit, Kayvanpour, or associated entities receive an OFAC designation, compliant exchanges worldwide would be required to block any related wallets unconditionally.

The gambling aspect of this network introduces an additional layer of complexity regarding regulatory scrutiny. Enforcement against illicit online gambling falls under a different set of governing agencies than those handling sanctions. Shelbit’s operations have thus attracted both types of regulatory oversight. This dual attention puts platforms that may have unknowingly processed any volume of transactions linked to the network at risk of prolonged investigations and possible asset freezes as regulators attempt to sort through the financial entanglements.
