Vietnam faces a unique challenge in cryptocurrency adoption. Despite ranking among the top five countries globally with over 21 million digital asset holders and a market valued in the hundreds of billions, regulation has lagged behind the enthusiasm for cryptocurrency. Starting September 1, 2026, this situation will undergo a significant change.

The recently introduced Decree 284/2026, effective from mid-2026, imposes administrative fines on domestic investors trading digital assets through unlicensed platforms. These penalties range between 30 million and 50 million VND, which is approximately $1,140 to $1,900. Warnings loom larger for those involved with assets restricted for foreign investors, where fines could reach 100 million VND per person.

Licensed exchanges are not exempt from scrutiny either. Unlicensed platforms could incur fines of 180 million to 200 million VND, while customer verification issues bring additional penalties from 50 million to 70 million VND. The decree aims to tighten control over off-platform trading and will fully come into force six months after the first exchange license is issued. This approach provides a transitional period for the market to establish a regulated environment.

What is the broader context guiding this decree? It is linked to Resolution 05/2025, which initiated a five-year pilot program focused on managing digital assets in Vietnam. This program aims to create a controlled trading environment with a select number of licensed exchanges.
