Zimbabwe recently opened its regulatory sandbox to seven fintech projects, enabling them to test blockchain and tokenization solutions in a controlled environment. The Securities and Exchange Commission of Zimbabwe approved this initiative on July 24, signaling a significant shift in the nation’s digital finance regulatory framework.

What opportunities does the sandbox provide?

Firms participating in this regulatory sandbox can conduct real-world tests while under supervision from regulatory authorities. However, participation does not assure these companies full commercial registration or licensing. The selected projects feature a range of innovations crucial to the SECZ, including tokenization of assets, blockchain infrastructure, crowdfunding solutions, and advancements in capital markets.

Who are the participants?

The approved entities include Zimbabwe Entrepreneurship Exchange, Ndarama Standard (Private) Limited, Questview Brokers (Private) Limited, Crowdaxe Capital (Private) Limited, and Procode Platforms. Each of these companies will work on initiatives that are designed to transform securities and capital markets in Zimbabwe.

How does this fit into existing regulations?

This initiative builds upon the Reserve Bank of Zimbabwe’s earlier effort in March 2021 when it launched its own broader fintech regulatory sandbox. In contrast, the SECZ sandbox focuses specifically on securities-related innovations, thereby adding a complementary layer of oversight rather than competing with the central bank's framework. In addition to this, Zimbabwe passed the Virtual Assets Act in 2025, which has established regulatory standards for virtual asset service providers. This act provides a legal foundation for the initiatives now being tested in the SECZ sandbox.

What are the implications for investors and the market?

The sandbox framework enhances investor safety, a critical element often lacking in loosely regulated crypto markets. Participants must adhere to specific regulatory guidelines, meaning projects that do not meet compliance standards may be halted.
